Based on your picture, I do recommend ptosis correction with epicanthoplasty.

Ptosis correction is double eyelid surgery which includes levator eye muscle correction ( She doesn't have a strong levator eye muscle ) and epicanthoplasty can extend the horizontal length of her eyes.
